Delegate Doyle Niemann has represented the 47th Legislative District in the Maryland House of Delegates since 2002, when the 47th District was created.
After serving his first four years on the Appropriations Committee, where he was a member of the Health and Human Services and the Public Safety and Administration Subcommittees, Doyle moved to the Environmental Matters Committee in 2007. He currently serves on the Natural Resources, Environment, and Housing Subcommittees and is the committee’s point person on foreclosure and other real estate issues.
As a freshman, Doyle was appointed to the Governor’s Housing Commission by Gov. Bob Ehrlich. He also served on the legislatively created Child Welfare Work Group, the Maryland Task Force on Identity Theft, and the Task Force on the Title Insurance Industry. He chaired a special two-year Work Group on Career and Technical Education in Prince George's County and co-chaired the Task Force on Delinquency Prevention and Diversion. He represents the House of Delegates on the Criminal Coordinating Committee for Prince George's County and is a Deputy Majority Whip.
When he is not in legislative session, Doyle is an Assistant State’s Attorney for Prince George’s County, where he specializes in prosecuting fraud and white collar crimes. A prosecutor since 1998, he has prosecuted more than a thousand cases in the District, Juvenile and Circuit Courts. He has broken new ground in several areas, prosecuting some of the first cases in the state on mortgage and foreclosure fraud, homebuilder fraud, theft from day laborers, home improvement fraud, smuggling, identity theft and embezzlement.
Doyle went to law school at the age of 46, attending the University of Maryland School of Law at night. He graduated in 1997 at the top of his class with a 3.92/4.00 GPA. He worked as a teaching assistant, was an editor of the Law Review, participated in the Mediation Clinic, and was admitted to the Order of the Coif, a legal honor society, upon graduation. He received a number of other awards for his academic work in law school.
Prior to law school, Doyle served as Director of Corporate Communications for the ULLICO family of companies, a $2 billion, union-owned enterprise providing insurance and investment services to benefit trust funds, and managed his own communications business. He earlier served as Vice President for the Kamber Group, one of Washington’s largest independent public relations and communications firms, and worked for a variety of nonprofit, advocacy, research and journalism enterprises in Maryland, Illinois and Georgia.
Doyle has been a leader in a number of statewide organizations over the 30 years he has lived in Maryland, including Maryland Citizen Action and the Maryland League of Conservation Voters. Locally, he has been a PTA leader, a board member of several community organizations and a member of the Advisory Board for the Prince George’s County Economic Development Authority.
In the political arena, Doyle has “paid his dues.” He was twice elected to the Board of Education for Prince George's County. He also served two-terms on the Mt. Rainier City Council and one on the Prince George’s Democratic Committee.
Born and raised in Nebraska, Doyle is a Phi Beta Kappa graduate of the University of Texas, where he majored in urban studies. He has also attended the University of Nebraska and New York University.
He lived and worked in Texas, Georgia, Illinois and Washington, DC, before moving to Prince George's County in 1980.
Doyle has been married to his wife, Karen Morrill, for 33 years. Karen has been a teacher for more than 35 years and has worked in Prince George's County schools since 1984. After many years in the classroom, she is now an Instructional Coach and Mentor Teacher, working at Judge Sylvania Woods Elementary School in Glenarden.
Doyle and Karen have three children, all of whom graduated from Prince George's County public schools.
